According to the Ministry of Health, ambulance service centers are defined as follows: "Ambulance service centers are facilities that adhere to the regulatory standards set by the Saudi Red Crescent Authority for ambulance centers. They provide emergency medical services at the location of the incident and transport patients to medical institutions for a predetermined fee and tariff for each case. These centers are operated by the private sector in compliance with the implementing regulations of the Private Health Institutions System. Their primary mission is to offer medical services for both stable and unstable cases, including patients and injuries, and transport them to the requested medical institutions. This is done in exchange for a specified fee and tariff for each case."

1. Transporting stable medical cases or injuries from homes to medical facilities and vice versa.
2. Transport between medical facilities or vice versa.
3. Transport between medical facilities within cities or from one city to another.
4. Transporting clinic appointment cases within medical facilities.
5. Transporting cases of kidney dialysis to dialysis units.
Initially, ambulance services must be limited to stable cases. Then, the license is developed to include unstable cases if the center proves its success within the first year.
The Ministry of Health emphasized the requirement of the ambulance team's ability to handle cases if their medical condition deteriorates during the transportation process. Among the requirements for obtaining the license are having an emergency medicine deputy in each shift, an emergency and ambulance specialist, and an emergency and ambulance technician in each shift.
